Alot of us here use skip jack herring but talking about how to catch these awsome baitfish is rarely discussed so id like to share with you what works for me.
Rigs: alot of folks use what is called a sabiki rig which is serveral small flys tied on a leader with dropper lines. they work very well but are sometimes a pain in the rear to store. what i use is 3-4 small 1"-2" white curly tail grubs tied in tandom on my line. here is what you need to make this rig

now i normally use 8-10# mono for my leader but i decided to go with 25# line for the reason it shows up better with the camera and also i use 1/16oz jigs in the pic it shows 1/8oz jigs cause again it shows better.
first what you wanna do is tie on a jig to the bottom of your leader,i use a palamor knot for this,next you wanna go up about 12" or so and make a loop,take that loop and put it through the eye of the jig head and tie like this

when you cince the knot down it should look like this

now go up another 12 or so inches and repeat,when you are done you should have a rig that looks kinda like this

locations: now most of my skips are caught in fast moving current such as below dams or where you may have a outlet pipe that goes out into the river. normally if you have a good consintration of shad you will have some skips if they are in the area,my most productive times are rite at sun down and rite at sun up.
how to intice a bite: what i do is cast into the swift part of the current and reel it as soon as it hit the water and keep a steady constant speed and once i get the rig close i will do a figure 8 in the water with my rig because alot of time they will chase it all the way to the bank or boat and they will hit it rite at your feet.
if a fast steady retrieve does not work try letting it sink a bit then reeling it at a slower pace..it shoudlnt take long to figure out what they want.
